Why the records cannot be merged

An audit finding in one country does not establish the procurement route used in another. A proposal is not an award. A development bank loan is not proof of project acceptance. A fee decree does not prove that a charge is still collected. Each record needs its own date, authority and current status 1,58,11,14.

What the public record can answer

The records can establish contract or proposal status, stated scope, published fee terms, named oversight action and dated court outcomes. They cannot fill unpublished gaps in price, retention, revenue sharing or performance. Those fields stay marked as not published or not confirmed 5,89,12.
