Uganda: 23 December 2022: Auditor General found full payment before delivery, missed deadlines, absent performance security and insufficient progress reports. Management cited a vendor delivery commitment and USPC's government-ownership explanation for not providing security. The auditor maintained the recommendations. The unmodified financial-statement opinion is not contract clearance ¹.
Uganda: 30 March 2023: COSASE questioned selection and due diligence. Nathan Itungo suggested the supplier was handpicked. Finance official Christopher Mugisha said an evaluation committee applied criteria under Attorney General guidance and defended legal and financial due diligence.
