Oversight record in date order
- Sierra Leone: May 2020: ASSL recorded that dollar appreciation had reduced the dollar equivalent of Netpage's local-currency receipts by about 25% and recommended government engagement with suppliers. This is contractual context, not clearance of later royalty obligations. 1
- Sierra Leone: 31 October 2024: reporter Lemuella Tarawallie attributed to PAC chair Ibrahim Tawa Conteh the position that the original approved agreement contained no royalty clause and that a reviewed agreement needed to be tabled. That hearing concerned the separate 2022 figure of USD429,627 at 8%, not the 2023 audit calculation. This is a reported committee position, not a court ruling. 3
- Sierra Leone: December 2024: the 2023 Auditor-General's report cited a 9% royalty under section 1(1.4) of a Contract Change Note and recorded USD744,993 unpaid for 82,777 passports. Management reported receiving no payment evidence by 31 December 2023. ASSL said evidence had not been provided and the issue remained unresolved. The amount is thousands, not millions. 2
- Sierra Leone: 8 April 2026: Voice of Salone attributed to Netpage CEO Jamal Shallop a claim that the ministry had approved a temporary royalty waiver during pandemic and currency difficulties. He said an amended agreement required 10% and that the company had complied since October 2025. The underlying waiver, amended agreement and proof settling the 2023 audit amount were not available in the opened sources. 4
