Passport production and technology-transfer cooperation

Disputed Status as of 28 July 2026 · Funding type: Not published

Colombia announced cooperation with Portugal's state printer to supply passport books and transfer production capabilities to its own national printer 1. The government planned implementation from 1 April 2026, but that announcement alone does not prove delivery. Procuraduría questioned planning, budget authority and the selection route 2,3. The Foreign Ministry defended the agreements and later reported a refusal of interim suspension 4,5. The opened records do not establish final resolution of the legal challenge. This cooperation is distinct from the 2026 domestic production and distribution contract.
