Digital Passenger Declaration and Permissions Capability

Terminated Status as of 12 August 2022 · Funding type: Not published

Home Affairs appointed Accenture to deliver a Digital Passenger Declaration intended to replace the paper incoming-passenger card and the earlier COVID-19 declaration. The announced scope included collecting travel and vaccination information before boarding. 2 The government removed the COVID-19 declaration requirement from 6 July 2022 and acknowledged usability concerns. 3 The broader Permissions Capability agreement ended by mutual agreement on 12 August 2022. ANAO later identified procurement shortcomings, its report records both Home Affairs' delivery concerns and Accenture's position on how the contract ended. 1 This is separate from the earlier cancelled Global Digital Platform tender.

Timeline

  1. Signed or started: 6 September 2021 1
  2. 12 August 2022: Recorded status is Terminated.
  3. 7 June 2023: ANAO found an open tender design but shortcomings in evaluation and demonstration of value for money. Home Affairs partially agreed to the recommendation. 1
  4. The audit records Home Affairs' position that contracted milestones were missed. Accenture said the contract ended by mutual agreement, not unilateral departmental termination. The signed cessation agreement supports that distinction. 1
